Anywhere else in the world cycling is just another means of transportation. In North-America, it is seen as more of a sporting activity, and so many cyclists consider the requirement of a shower or at least a change of clothes an obstacle to riding their bike to work.
Is a locker and shower really needed?
A lot of bike commuters travel in their work clothes without much trouble.
Make sure you wear breathable clothes. If you travel with the effort of a casual walk then you should not put up too much of a sweat. Once you get used to riding your bike, this will be even less of an issue.
Watch out for the pant leg on the right (chain) side of the bike - there are clips or you can roll it up or stick it in a sock for the ride, or you can get a chain guard.
With all that in mind, some people will still want to "freshen up". HSC has a number of locker rooms with showers available to employees.
